Do You Think This Junior High Student is Dressed Inappropriately?

We all know that Utah is home to a large population of strict, conservative, religious people, so it's no surprise that some things are more acceptable here than in a state like Utah.  Recently, this junior high student's father was called to his daughters junior high school to pick her up because her principal thought she was dressed way too inappropriately.  What do you think of her outfit?

In my opinion I don't think she looks inappropriate at all.  Her skirt approaches her knees, so it's nowhere near what I would consider a mini-skirt, and her shirt is just a plain t-shirt, it has a scoop neckline, but nothing that I would consider too terribly low cut.   I think her principal was a little out of line in going as far as to make her father come pick her up from school.  This outfit would have been perfectly fine in my high school.
