Should Passengers Be Charged With Vehicular Manslaughter? [POLL]

Today Kat brought up in the news a Tennessee law that Rob was unaware of.  The law states that even if the owner of the vehicle is not driving the car, the car owner can also be charged with the same crimes as the driver.  Do you agree with this law?
