SCADA Engineer

Job Description

JOB PURPOSE:

Supports real-time monitoring and control of the power grid for electric generation, transmission, and distribution operations, including wholesale power marketing and settlement functions. Also supports the gas transmission and distribution control system. Ensures reliable EMS/SCADA operation and 100% system availability. Must be available to respond 24/7 to operator questions and to diagnose and repair system problems.

MAIN ACCOUNTABILITIES:

Responsible for the programming, technical support, design, implementation, and maintenance of all gas and electric EMS/SCADA-related hardware and software.

Builds and administers multiple databases, including SCADA process databases, AGC (Automatic Generation Control), network model, historians, Oracle alarm history and Oracle market interface. Maintains and updates databases, displays, and reports for identified problems or for system configuration changes. Performs point-to-point checkouts of all new field devices prior to commissioning.

Works with the Gas and Electric Transmission and Distribution Operators, as well as WPM System Operators, to ensure that any new needs are implemented (e.g., new displays, reports, alarms, etc.). Designs and implements any new applications that are required to meet Vectren’s changing needs.

Troubleshoots all EMS/SCADA hardware and RTU problems. Maintains an adequate supply of spare parts. Monitors and Maintains full data backups for all servers and workstations in the system. Ensures synchronization of the backup sites with the primary sites and performs periodic testing of the backup sites to guarantee availability. Performs hardware upgrades (e.g. adding new printers, workstations, disks, PCs, etc.). Troubleshoots communications problems with the RTUs, ICCP links, and the SCADA/EMS networks and associated equipment when necessary. Works with and provides instruction to Gas Controllers and System Operators ensuring they are proficient with and have confidence in operating the system and associated applications.

Designs or specifies any enhancements that may be required to support new EMS/SCADA functionality. Integrally involved with system upgrades and changes. Maintains documentation of all system configuration changes in the form of network drawings, procedure write-ups, white papers, etc.

Required: Bachelor of science degree in computer science, engineering, or other technical field.

Experience

Required: 4 - 6 years in one or more of the following fields:SCADA Engineering, Automation/Controls Engineering, IT Systems Administration, IT Networking/Firewall Administration, IT Security Administration, or IT Database Administration.

Functional/Technical Competency Requirements

Required: Strong programming skills, technical aptitude, database management skills, and strong Excel spreadsheet skills. Requires the ability to understand process control functionality and understand gas and electric transmission and distribution business concepts behind programming logic. This position will require project management skills with the ability to manage several projects simultaneously while meeting aggressive deadlines, possibly requiring work on weekends or holidays.

Preferred: Experience with control systems (specifically ABB/Ventyx, GE Fanuc iFix), process historians (OSI Pi, Proficy Historian), or Oracle is a plus.

Job Description

JOB PURPOSE:

Under direct supervision, responsible for cybersecurity metrics, trends, and reports. Assists with basic cybersecurity operations, issue tracking, and solution planning. Develops and maintains documentation as necessary.

MAIN ACCOUNTABILITIES:

Execute cybersecurity documentation and reporting processes. Administer cybersecurity monitoring systems and applications. Assist with systems requirements and design sessions to facilitate good cybersecurity practices. Assist with vendor/third party cybersecurity assessments. Assist with development, presentation, and tracking of cybersecurity awareness program.

Security Coordinator

Job Description

JOB PURPOSE:

This role supports a critical, rapidly evolving and demanding area of the business, beyond the technical requirements related to physical security program administration, it will have a very heavy emphasis on project management, business process improvement and auditing efforts. Assists with Vectren’s physical security program designed to safeguard personnel, facilities, equipment and assets. Leads the coordination of activities relating to the protection, safeguarding and security of company assets and employees through the contracted security workforce. Leads the response to, and resolution of, physical security incidents, acting as the coordinating liaison across internal departments and external agencies. Assists the Manager, Corporate Security developing and ensuring compliance with physical security policies, procedures and programs. Develops and executes procedures and maintains evidence regarding the compliance of those procedures.

MAIN ACCOUNTABILITIES:

Physical Security Program:

Leads the oversight and direction of Vectren’s contract security workforce, ensuring compliance with company policies and mandates. This includes all aspect of security officer administration, training, policies, procedures and management reporting. Maintains documentation and advises management on ways to enhance the security officer program and on solutions to address issues as they arise.

Ensures that physical security incidents are responded to and resolved in a timely manner, per procedures developed by the Manager, Corporate Security. Serves as a coordinating liaison across multiple internal departments and external agencies. Ensures the systems and procedures necessary to ensure that physical security incidents are responded to and resolved in a timely manner. Directly administers the processes necessary to bring resolution to security incidents. Reports on the status and resolution of incidents. Identifies any gaps and makes recommendations to amend procedures or policies to address them. Ensure timely, accurate and meaningful reporting of physical security metrics. Leads ad-hoc analyses and information requests.

Supports the Manager of Corporate Security, with public law enforcement, state and federal agencies in direct support of physical security matters. Supports the Manager of Corporate Security in identifying physical security needs, resolve issues and support initiatives.

Supports the department in managing physical access, including access control systems, employee identification cards, logging and reporting; administer electronic surveillance, detection and deterrent systems, ensuing that these systems are functioning properly.

Supports organization-wide physical security awareness and training initiatives, including Workplace Violence Prevention Program, awareness messages and additional employee education.

Supporting the NERC Critical Infrastructure Protection (CIP) Compliance Program:

Executes procedures, maintains evidence and continually fosters a culture and environment in support of meeting NERC Critical Infrastructure Protection requirements. Supports the ongoing assessment of existing NERC CIP requirements and the evaluation of new requirements. Assists to ensure systems and procedures in support of NERC CIP requirements are operating effectively.

Business Continuity:

Assists with preparation of contracted security workforce in anticipation of union negotiations and security related plans for any potential work stoppage and related security requirements. Assists in preparation of emergency response, crisis management and contingency planning for Vectren’s personnel and facilities.

General:

Directly manages or supports projects and assignments within the Physical Security Department and as a part of teams with multiple departments across the company. Reviews, assesses and audits the effectiveness of policies and procedures and makes recommendations on approaches to enhance them.

Develops contacts and relationships with peers in the industry, participating in industry security organizations at the local, state, and national level such as the Indiana Energy Association Security Committee, American Gas Association Security Committee, Edison Electric Institute Security Committees & ASIS International. Benchmarks Vectren’s physical security practices against industry peers and general security best practices. Stays current with utility security practices, trends and technologies.

Develops strong working relationships with other departments and business units throughout Vectren’s utility and non-utility companies for the purpose of physical security requirements. Prioritizes projects and work to ensure timely delivery.

Required: Associates degree with 2-4 years of experience in related area, or equivalent experience.

Preferred: Bachelor’s degree in Business (emphasis on project management and/or audit), Law Enforcement, Criminal Justice, Security or Loss Prevention with 2-4 years of experience, or equivalent experience.

PSP (Physical Security Professional) or CPP (Certified Protection Professional) Designation

Experience

Required: Minimum 2-4 years’ experience in supervision of a physical security program, a project management or auditing role, law enforcement or military

Preferred: Experience in a physical security program in utility/energy industry, experience with NERC CIP compliance, and experience in industry specific regulatory requirements. Experience developing and maintaining policies and procedures, managing projects and assessing conrols.Military, Department of Homeland Security or other government security background a plus.

Main Accountabilities:

Perform heavy industrial maintenance throughout the power plant facility, including routine preventative maintenance, troubleshooting and emergency repair of a variety of electrical equipment. Make sure customers receive service and do job efficiently/cost effectively. May be required to operate a forklift and an aerial work platform. Will work in a team environment, interfacing with all plant personnel to meet the goals and objectives of the company. Position involves scheduled and emergency call-out overtime, and shift work including nights, weekends and holidays.

Qualifications

Level of Education: Associate Degree in electronics is required or equivalent experience.

Job Related Formal Training: 4-6 years

Experience as an electrician in commercial or industrial applications is preferred. Must be knowledgeable of electrical codes, be capable of reading electrical drawings and blueprints, and of researching manuals to develop an understanding of equipment operation. Must be able to apply electrical theory when troubleshooting, repairing, replacing and installing equipment. Must have a knowledge of pneumatic and electronic controls, and experience in rigging and lifting heavy parts, motor alignment, use of electrical testing and troubleshooting devices, and industrial breaker repair. Job Description

Job Purpose:

Under general supervision, identifies and formulates compliance processes and procedures to ensure compliance with Critical Infrastructure Protection (CIP) regulatory requirements (FERC, NERC, RFC, etc.) for the Company’s electric utility business units including T&D Planning, Transmission System Operations, Power Supply, IT, HR, and Corporate Security. Work with the various organizational stakeholders to ensure complete and timely compliance with all regulatory requirements through the development, organization, and tracking of appropriate documentation, policies and procedures.

Main Accountabilities:

Capable of managing multiple assignments and priorities concurrently. Able to recognize and resolve deficiencies in processes and procedures. Job Description

Purpose:

Supervise all aspects of power plant maintenance to provide reliable and cost competitive electric generation without compromising safety or environmental compliance.

Main Accountabilities:

Accountable/responsible for maintaining the plant in a safe and environmentally sound manner. Ensure safety and well-being of employees without taking away individual accountability. Supervise bargaining unit personnel.

Responsible for the maintenance of the plant and all Coal yard activities 24 hours a day, 365 days a year. Monitor/sustain employee performance, development, and all other aspects of employee support. Provide training/mentoring to maintain/enhance employee competencies.

Schedule/coordinate/develop/implement maintenance processes. Supervise coal and limestone operations. Plan/schedule all maintenance work activities. Use computerized maintenance management system. Solves operational/maintenance problems in a safe and timely manner with available resources. Optimize efficiency of equipment.

Coordinates mobilization and activities of contractor services. Write and provide bid specifications for material and labor purchases to Supply Chain for procurement. Work with Supply Chain to source vendors, obtain technical information critical to the application, and evaluate bid packages. Maintain a working knowledge of the materials in inventory and assist Supply Chain in managing the inventory levels. Assist Supply Chain in identifying alternate suppliers for obsolete or hard to find materials. Monitor/manage an annual budget. Monitor/ensure all programs, policies, and practices are adhered to.
